Since it was incorporated long after it was established, the city of Saratoga’s municipal services are often not provided by the city itself. The services that the city does provide are in planning, building, recreation and public works. Other municipal services that are provided by contract by other government institutions are in safety, crime and fire prevention, and animal control. The Santa Clara County Sheriff’s Office provides safety and crime prevention services, and Animal Control services are supplied by the City of San José.
Incorporated as a city in 1956, Saratoga has a council-manager form of government, with a city council comprised of five members who are elected by the community and serve a term of four years. The council chooses a mayor and vice-mayor from among themselves, though the mayor has no actual veto power. Administrative duties are under the purview of the city manager who is also the city treasurer.
The city also has seven commissions for parks and recreation, heritage preservation, planning, finance, the library, public safety, and the arts, as well as a Youth Commission and a Citizen Oversight Committee. Members of these commissions and committees also serve terms of specified lengths.
